Title: Builders clean tape removal

Can any one suggest how to get this tape off sills? It's on new windows that have been in nearly a year. The tape just falls to bits as I try to pick it off. I don't really want to use a razor and damage the plastic.

Green non scratch scourer, pour a dollop of cif, or better yet unger rub out on there and scrub.
Or get hold of some clover tar and bitumen remover, give the sill a good soaking in that then green scourer.

If all else fails use a paint stripper blade, just slightly blunt the edge of it so it doesn't dig in the plastic.
