Title: Skimcoat plaster on ceramic tiles.

Should this be treated the same as mortar residue or do I need something else.

Yep take the bulk lumps off with a stiff plastic scraper then clean it with Miracle Phosphoric Acid or Miracle Heavy Duty Cleaner
