Am i right in thinking  if my tds after membrane is 005 will it come through resin at 005 when the resin is no good any more

You could clean with that tds without putting the water through the resin, but yes once the resin is spent it will come out
the same, will last ages though.

So would it be cheaper to change my membrane once a year

Time isn't really a way to measure membrane usefulness. My membranes last about a year but I might purify more (or less) water than you.

Your membrane is goosed after it's less than 95% efficient. i.e. if your TDS in is 100 and your TDS out is more than 5

At moment going in around 300 ppm and coming out of membrane at 005 ppm

Yeah so 300 - 31 is roughly 10% = totally goosed.

Soupy is wrong this time, change whatever is costing you more, the best your going to get from a membrane is around 98%
so to change it when it reaches 95% isn't going to save you much in resin costs.
The membrane is stuffed when its costing you more in extra resin each year than it would cost to replace it, only you can work
those figures out.

So if your have a 4040 membrane your talking around £80 a year to replace, at 31ppm most will use more than £80 worth of
extra resin over the year, time for a change.

Nearly 200 pounds for membrane
