Do you give discount for commercial clients,property management companies if they want their house cleaned.

best way to do this is if you offer a service that is itemised and they want money off take something out of the service.  thats why you should offer more than one spec.  as you dont know their budget these spec or packages will fit nicely into what they have to spend without the need for the money off question.
