Is it mounted onto the frame of the tank across the top like most suppliers usually do?
If so why not just through a double bed duvet cover over the tank and r/o housing?
Then just use an electric heater with frost stat to prevent the van from freezing up. Most use an oil filled radiator. A tube heater is a tiny heat source. If you have the r/o and filters in an insulated box then the tube heater will be ok provided you fit a temperature controller. But if you were hoping it would keep the van from freezing, then, IMHO, I believe its far too small.
There was some one on here at one time who had a couple of tube heaters stuck in strategic points under his r/o, but I wouldn't take the chance. To replace a 4040 that's been destroyed by ice isn't cheap.
There was once an old Brodex tank for sale on Ebay that had a 4021 housing and prefilters mounted inside the tank. The water in the tank would be an aid to keep the r/o from freezing. Omnipole also used to do it and probably still do.

As usual, top advice from Spruce!
I should of said my RO and is in an insulated "box" at the side of the house, not in the van.

I was wondering if wrapping the ro and filters in bubble wrap would help

No, I turn it on when forecast is below 2 deg
