Anyone know of a good place to buy a 400l upright tank and also the steel frame or what ever is needed to attach it to the floor thanks

Ditto.
You have to call them for the steel frame price. If you can afford it pay the extra for the mounting plate on the steel frame for your battery, pump etc.
