Hi

Would be interested in your opinions on if there is any point in joining the federation of master cleaners or bics. Or just save my money and not do it

IMO - no point at all.

Save your cash and invest in something that will return customers to your business like advertising, canvassing, leafleting etc...

Or buy a nice new piece of equipment  ;D
