What weed killer can I use to combine with sand to sweep down block work?

How much for this please.

I dont want to just price it for cleaning, I want to oil it as-well. Hopefully to match the colour as close to the sill as possible

Bearing in mind this is a penthouse.

Don't know of a weedkiller that can be mixed with sand, we apply after sanding.
Can't really say from the pics but half a day to clean then a day to oil.
