Can anyone advise on the way to remove cement.

Hot acidic rinse, or steam off with care, if it's loads don't bother

What type of carpet? Usually a good soak with pre spray is enough to loosen it from the fibres. Cement is highly alkaline and if the customer has tried to remover it with water then the resulting alkalinity can damage some fibres.
