Looks legit to me, as long as he's value for money Dave. Give a trial run, and hand over all relevant passwords and details without delay.
Also, all bank details while you're at it, saves time having to wait for an invoice.

its easy to think UH OH , another bloomin MODDED tryin on a scam .
but where this person may score is that they are new and have original ideas . i notice that the big players offering SEO have used up all their original ideas and are peddling bland offerings.
might be worth gettin in touch ,see how keen he/she really is

now lets be honest, the OP of this topic mainly put it up because he is tired of seeing internet scams perpertrated by somebody like this
im not against anybody [ unless they insult me ] ,in real life i shake hands with anybody ,and i mean anybody, on a daily basis . how would you like me to describe somebody ethnic who is trying on an internet scam?
