The City of Westminster is well known for OTT council twatts and trying to introduce unenforceable rules usually for the purposes of generating money for them.

You only need a license if the ladder is going to obstruct the pavement, highway, etc, for a period of time. It's not needed for short duration work.

If you intend to put a ladder up in the street - any street in any town in the UK - you should check with the council if a license is required to do so. Usually it is only needed on busy streets where you will be for long periods of time.

You will never need a license to put a ladder up on private property.
