Context is everything. If I let slip the f word, that is one thing, but if I call someone a stupid f, that is another. A human being (or Tosh) ;D would have looked at it I would think and decided whether it was worth a ban. Maybe I'm wrong. Just how it seems appropriate to look at these things to me.
