Had the same thing in Mayfair once. Bloke in an X5 parked on the hose, i asked him to move a bit and he told me he would only be 20 mins and walked off.
Got the jack out the van and lifted it, left the alarm going off and on to the next job
Not 1 passerby said anything :)

put rubbing compound and super glue on his disc brakes nest time.

I'd have made sure a nice dent/scratch was "accidentally" left
