If you're fibre glassing onto the wood then what ever you paint it with may be detrimental to the fire glass adhesion
If not then any sort of wood oil will do a decent semi permanent fix

Get some cheap rubber matting if you just want to protect the ply.
Any paint will take ages to dry this time if year, and is pointless if you're just going to fibre glass over it

Finding and fixing your water leaks will solve the problem in the short and long term.

Plastic box/bucket for wet cloths, possibly a towel to wrap brush head if it is causing that much of a problem?
