Title: advice please

I have got to clean some internal steps and floors in a block of flats, it's two story and pressure washing is not an option,
the surface is think is marble, or marble coated concrete, what do you guys use for best results,?
no serious stains just 19 years of dirt & grim.

It sounds like you are describing Terrazzo but as Rob says photo please!

Do they just want them:

1.  Cleaned?
2.  Cleaned and sealed?
3.  Cleaned and polished?
4.  Cleaned, polished and sealed?

What is the approximate M2?

It's terrazzo. You have lots of options. Start by getting some product to clean a section for the customer . Show them the result and ask if that's what they want. If it is, then clean the lot. Their next option is to clean AND polish. i.e clean it and make it shine a bit more. This takes longer. And polishing is a different process. Finally you can grind and polish. This makes it look like a new floor, diamond pads etc are needed along with training. If you are not trained in this, walk away.  Sealing the stone is an add on to all options and will not effect the result you are giving them. The real question is does the floor need to be sealed ? There are lots of people here to recommend products for each option.  Good luck with it .

thanks for the reply's, they just want it cleaned nothing else, approximately 99 sq2,
my work is external so this is new to me but as they only wanted it cleaned I took the job on,

I would pre wet the floor and apply a high alkaline cleaner diluted and allow to dwell then I would add some 400 or 800 grit honing powder and run it over the surface with a Mono Rotary Scrubber fitted with a natural hair pad and then vac up, rinse and vacuum again.
