Title: white stains on black formica type counter top

This is in a mens toilet counter around the hand basin thought it was limescale at first.
Could also be a chemical burn. I have seen this in the past. Any Body have experience with this?

not 100% but formica type..it got a coat of black paint to sort it anyway
