The HSE document you link to is a joke. Its says "we do not expect a risk assesment to be perfect", whats the point then ?

which you may find helpful in considering what you need to do
How about considering the PUWER act first which is actually compulsory and without which taking into account ,using any equiptment unless its conforms to such provisions is actually an offence? You should of really linked stuff along in order. Plucking a RAMS tuition out the air the way you have without any mention of other binding legislation is about as useful as the stuff you're trying to avoid,like......has anyone got a RAMS i can use.
