Yes it is dry polishing powder although you do still add a very little bit of water to it.

Interesting.

Is there an advantage over Supershines or a particular situation that requires it?

Yes there can be in certain situations as for being an advantage of supershines I don't see them as a polishing pad more of a honing pad "preparing to polish" and I know the reason the reason they don't do a polishing pad as such.
