the shortest day of the year has always been between December 20 and 23. 21st this year (see your website above!)

According to the chart Dave is right - the whole day shortens to the shortest on the 21st/22nd because although the sunset starts later from the fifteenth, the sunrise is still getting later at a faster rate thus shortening the day.
In noticeable terms though the daylight hours between the 15th to 30th December are only a few minutes different in length.

this year the shortest day of the year is the 21st, not the 15th or 19th!!!

Ben, read my two paragraphs closely. Look at the sunrise/sunset times very closely in Dave's chart and I am confident you will understand.
