Cheapest place for 650 litre baffled tank apart from eBay ?

they are all much for much wydale tanks, second hand the price will change dramatically  depending on who's selling it

Look around the net - sometimes if the supplier is on your doorstep you can save on the delivery charge which can be quite large as it is a bulky item.
