Title: Measuring water usage with a meter

I am thinking of renting part of a building to run my business. The owner says he knows how much his water bill is usually so will just charge me anything extra.
I would prefer to know I am just paying for exactly what I use so can I get a water meter to measure my usage?
I will have to run a new line from the main building to the one I will use so would like something at my end if possible.

Sure u can buy em off ebay for about 30 quid ??

I never thought to look on there as figured it would be quite specialised. I am surprised at how cheap they are.
