First thing I would do if I ever move to a house with a water meter is hook up a huge IBC to the drain pipe, and block the neighbours drains. No water meter now, so long life the tap water.

Surely the cost of drilling a borehole has to be included in the cost of water - that can't be cheap.

Why? How much is your RO and DI - rain waters free. Thing is if your using a lot of water it might not be a good idea but may substitute some costs for you :)
