whats the best thing to you use to get cement off frames and glass. the frames are  brown upvc with a grain effect and the cement has got into the grain. any chemical on the market to get the cement off the frames without damaging the windows.... thanks in advance ...andy

Mate, in my experience of 25yrs in double glazing never put any chemical near woodgrain or rosewood / brown upvc water soapy and Polish are ok. The sheen on the pvc fades and looks like poop when a solvent is used on it, the grain effect on brown pvc and cherry pvc is a thin veneer coating and can sometimes lift from the frame too, my advice is run away  ;D

I also have some experience in Upvc window fitting and I would agree with the above
