I use one of these are great value normally around £30 http://www.amtechuk.co.uk/shop/18__Grandy_Groom_Carpet_Rake-pid-239.html (http://www.amtechuk.co.uk/shop/18__Grandy_Groom_Carpet_Rake-pid-239.html) also use one of these, 2nd item down http://www.cleansmartsupplies.co.uk/acatalog/Carpet_&_Upholstery_Brushes_and_Groomers.html (http://www.cleansmartsupplies.co.uk/acatalog/Carpet_&_Upholstery_Brushes_and_Groomers.html) Prochems Tampico brushes are excellent for spotting/upholstery. Be careful using 'other' brushes, you can do damage. You can get yourself sorted for relatively little money and they last years. I would normally use the envirodri crb, the sebo version is a lot cheaper and a good entry level agitator and it's a lot easier than a brush, but if it's not too bad I often just use a brush and descent dwell.

The Grandi Groomer (the first one) is great for loosening traffic lanes and in general areas prior to vacuum as well as agitation, I realised how much it works after using it following a good vac with a Sebo and it kicked up no end of dust. A quick run over prior to vac will loosen all sorts. Also great for post clean grooming. The other is for general agitation. Both will do the job but if I was only getting one it would be the Grandi Groomer. As I said I would have both and I realise you're on a budget, but if you can get both. £45 inc vat for descent kit is not too much and they will serve you long and well.
