In my uni days I used dreamweaver to create webites however I dnt have the program anymore and wanted to know if wordpress allows u to design your website before u buy the domain and hosting as I am sure with my current workload it will take me a month or 2 to get round to completing it lol

Nope, because wordpress is PHP and MySQL database based and needs a server to parse it.

It's not like simple HTML that you can run and preview on your hard drive.

Surely you can find some free hosting somewhere where you can upload your site while you work on it?

Look at getting Serif webplus x5 or 6.
Drag and drop web software with a lot of templates to get you started.
Make as many sites as you like until you get to where you want to be with it, then upload to your chosen host.

wordpress has loads of templates availible, you can get free hosting without the need for buying a domain name, I would just buy a domain name and get some hosting for it and build it as you can. no person will see the site if you dont index it to search engines or you could put up a holding page to start you off.
