I was wondering if there is a cheap effective way to deal with or disguise cigarette burn holes in a carpet.

Put a rug over it!!! Even cheaper invest in an ashtray, cheaper still don`t smoke!!!!    Dab of paint as close to carpet colour as poss MIGHT pass.

if its a wool carpet, gently rubbing the carpet will remove the burn mark, If its a manmade fibre, then it needs to be repaired. Ring around local carpet fitters.

sounds a little dishonest what about the owner of the flat. Your freind should pay up and be more careful in the future. We do not give advice to such persons we are reputable carpet cleaners here who rely on good customers.  I bet thats NOT the answer you were looking for.

go on a course to learn to re-weave and re-tuft, then fix it yourself, good service to add too
