I only flicked through the vid; but it appears he removed the whole window, lowered it to the ground, cleaned the inside, put the window back in, then cleaned the outside.
Why didn't he just go in and clean the insides that way?

it is a storm window so there will be a normal window behind it, that is why it is removed and not cleaned from the inside ;)
