The real problem, if we can fit it in, probably explained much better by someone more knowledgeable than me but...
White stuff is salts being transported through the floor from underneath by moisture transmission. It's in solution till it gets to the surface, at which point the water evaporates and deposits the salt crystals
In short, you won't fix it until the source of moisture has been eliminated. If a general cleaning product and good scrub & rinse doesn't sort it, something phosphoric based might have a better effect but needs testing thoroughly first.

either way a good efflorescence remover will help , done a fair few of these now and its norm a 3 day job depending on flooring its reared its ugly little head through and done chemical twist with the higher levels of oxy.
you need to ask the client a few Q's , how long there etc etc , bla bla

looks like moisture trapped under sealer to me.
this can happen if the floor isnt allowed enough time to dry out before a topical sealer is applied.

Aqua Mix Eff-Ex will sort it. Then seal with a good quality MVT (Breathable) Premium Sealer such as Aqua Mix Sealers Choice Gold or similar.

I remember Ricky doing one of his 1st hard floor jobs with this problem, he solved it with help and products from Kev if memory serves me correctly.

This is a link to a Job with a fairly bad case of efflorescence I dealt with a couple of years ago: Actually a very bad case, so bad I wouldn't wish it on anyone.
