Or is it same one being sold by the buyer?

But the van does look nice, doesn't it? I can imagine that it might generate quite a bit of work.

The van has been professionally ply lined, signwritten ... true enough
and kitted out with expensive equipment. ... not so sure about THAT part.

Is it the same van or is it some kind of "package" the seller has put together a bit like a franchise?
Think about it for a minute... cheap van with some nice graphics, cheap equipment supplied with the potential to earn £££

I was recently offered a second chance offer on something I bid on, it had bids quite a bit over my limit, so when I got the second chance offer I thought why does he not re-list? As it went so much higher than my offer.
My conclusion he had a 'mate' bidding it up, and that's the trouble with eBay.
