When quoting for office cleaning contracts, what is the maximum percentage of the charge that you think should be allocated to wages?

Depends on the size of the contract, I charge much more for 5 hours a week than 150 hours per week.

Ok.....I agree. let's assume it's a contract worth only £1500 per month.
