Acryilic bath scourers (about two for a pound at Morrisons)will not scratch any plastic surfaces, just use with your regular water. I have made, for such a purpose, a small flat piece of wood shaped roughly like a spade with the end of an applicater cut off and attached on to it, very handy on a first clean.

i agree with the megs apc...good stuff...but cif does the trick very well
the only thing you may have trouble with is transit fall out...this is found in sills that are near to train tracks.....it goes an orangy yellow and is imo impossible to remove if its been left a long time
maybe others have a way to remove it...please tell me how if you can...i would love to know

NEVER USE JIFF.
Jiff, or ciff as its called is an abrasive cleaner. It will ruin the plastic finish on the sill, and make it look permenantly dull.
