Hi, how much would it cost to buy and get fitted a 650 litre di system.  ( cheap )

It would be hard to guestimate a price as you don't say what you need exactly. So lets guess for fun !!
650 litre system, so maybe a two man set up, so two pumps, two controllers, the tank of course, frame and fitting. Hard to estimate your required DI vessel size as we don;t know if you live in a hard or soft water area .What about reels, van ports? In anycase i'd probably go to the cleaning warehouse in wolverhampton.
