What are the reasons behind companies requiring your UTR before allowing works to go ahead on particular contracts?

to make sure you are legit, and they might withhold tax  have they asked for a CIS card

Theyve asked for UTR, tax, insurance and banking details.

Not sure what else they mean by tax as well as UTR though.

unique tax reference,  u get one when self employed

You get one when you pay any tax whatsoever.  If you phone the Inland Revenue, they'll tell you what yours is.
