I have an employee who is soon to start working four days a week in a big block of flats keeping everything communal looking nice. The people who have asked for this to be done have also asked that she can move big wheelie bins from the two basement carparks to street level for the council to empty, then put them back down afterwards.
If something were to go wrong, eg banging into a car with the fork lift bin thing or banging into the security gates of motorised system to open them, what insurance would I need?

You would need to talk to your insurance company.
The fork lift thingy...as you say they will need training on. They may even need a competency certificate depending on the vehicle type.
No training will mean you are not covered. You might not need training so check.
We clean lots of communal areas but have never had to take the bins out. - What happens if your cleaner is late or off. How ill they get out then? Will you make a special trip - factor in the cost.
