Who informs their commercial customers that they are increasing their prices and who just goes ahead and ups the price when they next invoice and lets them find out that way?

depends on what was agreed in the contract/agreement when it was first taken on. Ours normally has wording to the effect that we revise and review on an anniversary basis :)
that leaves it open to just putting it up, but as a courtesy we advise and qualify :)
