I don't specifically know about Peters heater but you are running water through at the sametime I presume. There is a usually a pressure switch to operate the gas valve which requires the water flow/pressure to be running across the membrane before the flame will stay lit.
If you are simply putting gas in and expecting to fire up and burn full on it wont as there is nothing but air and probably a locked vapour to heat.
Ignore this if you have water flow and ring peter .

just had another look and there is a little sensor on the top only a few cm away from the hot extraction with a little reset button so if it gets hot it cuts out (fancy putting that right on the hot exhaust ) dont know what to do with it bend i a bit further away maybe its only a flimsy bracket

The black sensor is there not as a heat sensor but to sense a build up of carbon monoxide, so if it trips it is the gas from the flue that is not getting away quick enough.
Do yo have a bend in the pipe?
