When you say borrow to viable businesses do you mean "Lend" as in let a business have a loan and overdraft facilities?
If so the answer is YES they do already.
We have overdraft facilities in place and we have never been refused loans of quite considerable size. Providing you can prove that the return is viable then there is not a problem even in the recession. I have to say though what recession.
If you have regular monies coming in like we do the banks agree over the phone.
The big bosses are still having big bonuses - that type of bonus is major several million just for 1 person. Crazy and we are the ones paying.
But you if you look the economy is driven by the classes. Rich, working class, poor. If everyone was rich there would be no economy.
One question I would like to ask what is the point of the question and what made you ask? Have you been refused a loan for business purposes?

The banks charge a lot for a little. Arrangement fees, high interest for relatively small amounts, bank charges here there and everywhere.
Anything over £2000 - £5000 depending on bank is likely to require personal guarantees from you, regardless of whether Ltd.
Be careful as they also have the ability to call loans (all types) in at any time. This all but finished a good friend of mine who, fortunately, had a wealthy friend bale him out for a year or so. At the time the bank did what they did he had been trading almost 15 years without prior issue.
One last point, it is worth checking as to any level of cover you get when using your credit card. If a private individual then you are covered by the consumer credit act (or something along those lines). This means that all purchases over £100 are covered should things go pear-shaped. As I understand it this does not apply if you are a business. So, you can pay an annual fee for a business card but receive no cover, or, take a personal card out, loan a director loan to the business as and when you make a purchase or class purchases as petty cash and have the cover.
