Give the FED a ring or ask to speak to the Author of the article. i have done this with other issues and usually get a good debate

HOT water can crack glass due to thermal shock,... warm water is still ok though. I've had my heater switched on for 3 winters now & not a single cracked window yet.

they dont say dont use WFP but to be aware of the dangers ie slippy paths etc and also recomend to put grit down if ice is forming i thought it was common sense advice, if we all use common sense and avoid using where it could become a major problem ie in front of doors or where there is a lot of pedestrian traffic then hopefully no accidents wil occur and the HSE wont need to put rules in place that stop us working att all.
PS i say well done to fed for the guidance they have give
