Title: Snow on your car/van roof?

I read in the paper yesterday that if your driving along with snow on your roof the police can stop and caution you. Apparantly its because if snow/ice falls off your car/van at speed it could shatter someones windscreen or similar.
To be honest when I read it I thought it was a joke!!!

A police car drove past me today with LOADS of snow on it!!!

Why would you think that a 6x4, 9" thick block of snow and/or ice falling off the roof of a car or van is a joke? It could cause a serious accident or hit a pedestrian walking on the pavement.
