Try a test patch WFP, if its stone/brick of some sort, I would imagine it would eat brushes. Indeed, if it is, I would imagine it would require sanblasting, or the very least a hot pressure washer off a cherry picker.

A decent pressure washer will certainly take care of the cement areas??? and then a trad finish or wfp on the glazing. I've spent all day on the back of a Sainsbury's that was black brick that has been cleaned back to the original terracotta colour brick.
There doesn't look anything complicated there but any work can be a problem if it is something you are not used to doing.
When cleaning the cement sides?? make sure there is nothing on the window sills or when you are pressure washing the water will get through the window vents and leave dirty marks as it runs down the insides.
