If you are going to license window cleaners then you need someone to police it. Unfortunately, with all the cuts that are being made by the government this is highly unlikely.

A resounding NO!

It would cost more money, and what about the people that have day jobs & do window cleaning part time?

i think they should all be licenced and insured,  we should all so get patchs of the council and only be able to work in that patch,  i will have cornwall please,

it wont stop the doles or the summer brigade,  it will only put more paper work on the honest window cleaner,

the idea is a good idea, but it wont work

If it were to be administered properly then I would say yes. I know of two cases in recent times round here where burglars have pretented to be window cleaners. One of the cases I even had the police round my house asking if I knew who they were.
The trouble is the people they most need to regulate won't comply.

I hate doleys, not people down on their luck but the professional scroungers of which there are many. Total scum IMO

I think that this is the problem really - lazy burglars.  Why can't they use a bit more imagination and say that they're carpenters/electricians/roofers etc?
I find it galling that we may one day be licensed just because many burglars have lazy imaginations.  Maybe politicians should have to pay a license out of their personal income (rather than on the expenses).  After all, they have ripped people off for far more than burglars ever will.  Where would this stop?  Maybe they should force licenses on EVERY trade that deals with the public?  Perhaps a compulsory version of "check-a-trade"?  At least if everyone was forced into it, it would be wide public knowledge.
However, I don't generally feel that it's a good idea really.  It would only take one alleged, unproven incident for a license to be withdrawn or suspended pending investigation - such as the one where I may have been forced to assault someone to protect me from their road rage a while back.
