If Public Liability Insurance was compulsory, would it deter the dole cheats?

I don't think it would because it would be almost impossible to police, but there must be a solution somewhere??

Car insurance is compulsory but how many dont have it?

I doubt it you can get it for £60 a year and they would prob knock up false documents anyway
