 ??? water tank in garage is 004 ph but when comes out van tank its 039ph

Why do you measure the ph of the water, do you mean tds and ppm?  ph ias the acidity and alkalinity level.

If it's tds and ppm do you have a di vessel at the van as when di is exhausted it sometimes becomes a pollutant.

got no di in van its in garage its been ok for last 3 years just changed filters and re in di vessals

It sounds like you have a sediment in your van tank/You need to flush it and change your resin in your D I
