Title: Working wfp from a flat roof

Is it illegal?
I have a five storey property that has three lots of single storey flat roofs along one side. Is it illegal to pole from each flat roof the four remaining storeys above?

technically

yes

unless there is some kind of access on and off and a fence or guard around working area or an eyebolt for harness
