A cream cleaner such as CIF might work

T-Cut or cutting compound used in the car industry cheaper than most upvc cleaning products and just as effective, that's assuming you are cleaning them by hand prior to washing them down, other that that their are plenty of upvc products about
Cleaning ..it for a living

Go to your nearest upvc supplier they will usually stock both  cream cleaner and a solvent
cleaner,i have found the solvent cleaner good for sorting black marks and removing general grime

UPVC window installers use a solvent that stinks like nail varnish remover but it`s brilliant, comes in a white plastic bottle and they wipe it on with kitchen roll, don`t breath in too much though or you will be off your cake.ha ha.

If you are going to clean by hand (not WFP) then this stuff CAN NOT BE BEATEN!

I have used it and the frames come up new looking
