Hi,
I am just starting out and trying to save costs. Does anyone know of a professional dual product that can be used on all types of parquet / laminate flooring?

If you are just cleaning them and the seal is intact then just a neutral floor cleaning and white pad. Need to keep the moisture to a minimum so as not to ingress any joints.

as long as its not an oiled finish. some neutral cleaners will strip out the oil

Yes.
You just need to make sure you replace the oil or use a soap based cleaner specifically for oiled floors that feeds as it cleans.
This means that the answer to the original question is No there is no dual use product when the floor is an oiled hardwood. Lacquered is fine. Neutral cleaner will do the job. Oiled needs the specific cleaner. I wouldnt recommend using an oiled floor cleaner on laminate as the oil feeder component could cause slip.
