II.2.1) Total quantity or scope
The supply of internal communal cleaning and window cleaning services to
around 250 schemes managed by Contour Homes (but may also include work for
other subsidiaries of Contour Housing Group or partner organisations).
Services will be predominantly, but not exclusively, required to be
provided to low rise rented accommodation (3 storey and below) and will be
a mixture of general let accommodation, sheltered housing and supported
housing schemes.
The following Lots are included in the Framework:

SECTION III: LEGAL, ECONOMIC, FINANCIAL AND TECHNICAL INFORMATION

III.1) CONDITIONS RELATING TO THE CONTRACT

Regulation 23(1) Public Contract Regulations 2009 shall be treated as

reasonably necessary to allow the Authority to establish that the

creditors, where he has suspended business activities or is in any

(b) is the subject of proceedings for a declaration of bankruptcy, for an
order for compulsory winding up or administration by the court or of an
arrangement with creditors or of any other similar proceedings under
national laws and regulations;

in accordance with the legal provisions of the country of any offence
concerning his professional conduct;
(d) has been guilty of grave professional misconduct proven by any means
which the contracting authorities can demonstrate;

contracting authority;

Article 1 of the Convention relating to the protection of the financial
interests of the European Communities;
(k) has been the subject of a conviction for money laundering, as defined
in Article 1 of Council Directive 91/308/EEC of 10.6.1991 on prevention of
the use of the financial system for the purpose of money laundering.

VI.3) ADDITIONAL INFORMATION
Contour Housing Group will incorporate a minimum 10-calendar-day
standstill period at the point information of the award of the contract is
communicated to Tenderers. This period allows unsuccessful Tenderers to
seek further debriefing from Contour Housing Group before the contract is
entered into. Tenderers have 2 working days from the notification of the
award decision to request additional debriefing and that information has
to be provided a minimum of 3 working days before the expiry of the
standstill period.
If an appeal regarding the award of a contract has not been successfully
resolved, the Public Contracts (Amedment) Regulations 2009 provide for
aggrieved parties who have been harmed or are at risk of harm by a breach
of the rules to take action in the High Court (England, Wales and Northern
Ireland).
Contour Housing Group reserve the right not to award any contract or any
Lot within the contract and to terminate the procurement at any stage.
The Group shall not be liable for any costs or expenses incurred by those
expressing an interest in tendering for this contract. Any agreement
entered into will be governed by English Law and will be subject to the
exclusive jurisdiction of the English Courts.
