Title: why do the nhs insist on price per window

got tender in the other day and it has a break down of the windows like ward one 99 windows ward 5 66 windows caretakers 8 windows
they should also write time held up waiting to get in rooms 6 hrs
time getting slips signed 20 hrs
finding a yes man  4hrs
parking time 50 mins
and ask you to tender this as well
any one else get fustrated at this

shammy dont worry about it just price for the complete complexs on the grounds

it is basically for you  and other large companies that dont even bother to look at the contract but throw a price at it

did hospitals for 10 years any advice you are welcome
