One of my biggest customers is moving but I found this on the estate agencies website "A service charge is payable in respect of the maintenance of the estate" do you think this includes their on cleaners??

If you rent commercial premises then usually a section of the rent is classed as maintenance charge. This covers anything which the landlord provides for the upkeep of the premises and surrounding land. This will include grass cutting, litter clearing general upkeep of roads and footpaths but may also include other services on larger sites such as security and cleaning.
