Tacmac moss kill

Hi Guys and galls.   My vicar has come under health and safety fire by some of the clergy to clean the moss off a large carpark and steep drive all tarmac as the moss and algae is making it very slippery.  Some of the parisherioners have said no to biocide / chemicals.  I have told him that just jet washing a whole area of tarmac to get rid of the moss will require alot of power which will break up the tarmac.  I wont do it unless I can use Hypo or biocide, but its quite an area.  Any ideas on how to cover such an area if you dont have an expensive softwashing kit.  Thanks for any advice.  Jack.

Because I clean the church windows and gutters.  Tarmac is impacted with Moss and needs cleaning.  They were just going to jet wash it and I said that is not the answer.  Biocide or Hypo first and then gently wash.

Splash & dash:
Any moss killer will kill it apply leave a few days or so then light pw  or scrub with a petrol broom , job done
